A woman from Crystal City, Missouri died while driving in on an ice-covered bridge. The Missouri Department of Transportation reported that it responded to about 100 crashes on January 13, 2017. Missouri Governor Eric Greitens declared a state of emergency and called up the Missouri National Guard. Lambert Airport canceled most of its flights due to the ice. On January 13, 2017, the storm covered Missouri with freezing rain, causing hazardous driving conditions and scattered power outages. On January 13, 2017, the storm caused snowfall in the mountains near San Diego. Downtown Portland received 11 inches of snow in a 12-hour period, making it the largest snowstorm for the city in twenty years. Governor Kate Brown declared a state of emergency in Oregon, and the mayor Ted Wheeler declared a state of emergency for the city of Portland, Oregon on January 11. Blizzard conditions caused Interstate 84 to close between Troutdale, Oregon and Hood River, Oregon. The storm impacted Portland, Oregon on January 10, 2017. In advance of the squall line that was moving rapidly to the east, scattered supercell thunderstorms popped up, and at one point during the nighttime hours, a tornado warning had to be issued for the DallasвЂ“Fort Worth metroplex, a rare occurrence. The entire storm system continued to push northeastwards through the state of Texas on January 15. The surface low, while intensifying, as a result of interaction with the incoming moisture, developed a squall line of thunderstorms along its cold front, as it and the upper-low emerged into the Southwestern United States. Meanwhile, icy conditions continued in much of the Central United States.Д«y late on January 14, a surface low developed east of the upper-low as it moved swiftly towards the United StatesвЂ“Mexico border. The low began to inject the aforementioned moisture into the state of Texas and Oklahoma as it slowly moved east-northeastwards across the Baja California peninsula and across the northern Gulf of California throughout the day on January 14. The frozen precipitation continued to blossom as the day progressed. This moisture began to move into the High Plains and Central United States by the jet stream ahead of the low late on January 13, and, with below-freezing temperatures at the surface in much of Oklahoma, northern Texas, and Kansas, freezing rain began to explode into existence. There were no named storms and there have only been three such storms far this winter season.In mid-January, an unusual surge of atmospheric moisture surged into northwestern Mexico associated with an upper-level low near California. In marked contrast to recent winters, January continued the tendency for this winter to have remarkably low wind speeds. In the north and west, sunshine was mostly below average and Lerwick (Shetland) recorded less than nine hours through the entire month. Eastern Scotland was quite sunny right through the month. In contrast to their rainfall early in the month, the south and east of England did relatively well, with plentiful sunshine in the spell of cold easterly winds. The average sunshine across England and Wales amounted to 59 hours, 106% of average. The England and Wales rainfall total was just 76mm (81% of average). There were few heavy daily falls but Dundrennan (Dumfries and Galloway) recorded 34mm in the 24 hours to 6pm on the 6 January.

The dryness was compounded by the lack of rain during the cold later part of the month. By contrast, London had received nearly the monthвЂ™s average rainfall after the first two weeks. Indeed, most upland areas had a lack of orographic rainfall due to infrequent westerly winds.

Rainfall was below average for all but south-east England and London. The highest temperature was 13.5C near Kyle of Lochalsh (Highland) on the 25th and Porthmadoc (Gwynedd) on the 31st. The lowest temperature was вЂ“10.1C at Braemar (Aberdeenshire) on 30 January, the coldest day was 26 January when places in Buckinghamshire and Kent had a maximum of just вЂ“1.4C. The largest negative anomalies were in the London area and the Home Counties where the cold weather of the second half of the month was most noticeable. but it was milder than average in Scotland and Northern Ireland. The average Central England temperature was 4.0C, 0.2C below the 1981-2010 average.
